PENALTY NOTIFICATION:

All teams are required to promptly notify the NorCal General Manager or designee, of any match penalties, any incident involving assault on referees or officials, or any incident involving spectators that occur during a game in which the team participates, whether such game occurs within NorCal jurisdiction or not. Such notification shall be in writing and must be submitted by the team within forty-eight ( 48) hours after each incident.

GAME MISCONDUCTS:

Game misconduct penalties must be served in the next pre-scheduled

game with that team (see below for additional information on serving Game Misconducts).

5 MINUTE MAJOR PENALTIES:

With regard to 5 Minute Major Penalties, please refer to USA Hockey Playing Rule 411, Progressive Suspensions (see below).

RACIAL SLUR OR DEROGATORY COMMENT:

Any player or coach who is given a penalty as a result of using a racial slur or derogatory will be assessed a match penalty. The infraction must be documented on the score sheet or in the referee's report.

SPECTATOR EJECTIONS:

a.           Spectator, coach, player, and parent conduct, before, during, and after a game is subject to review and possible sanctions by NorCal and/or CAHA.

b.           In the event that a game official or League official deems it necessary to eject a spectator, the following shall occur:

i.            The spectator will be ejected and shall leave the rink property and shall not be allowed re-entry to the property for a minimum of three 3) hours.

ii. The scoresheet shall be documented that an ejection occurred. Whenever possible, the spectator's name should be documented on the scoresheet. The referee will file a report within twenty-four (24) hours with the League.

iii.          The club of the offending spectator may be fined $250.00 per ejection, payable to the League within thirty (30) days.

iv.          The spectator will immediately be suspended from all USA Hockey activities for thirty (30) days.

v.           The team Manager is responsible for facilitating compliance with this rule including assisting with identification of the offending party for the scoresheet.

LEAVING THE BENCH:

Any player or coach who leaves the game bench or penalty box during an altercation shall result in the team's head coach being suspended for thirty (30) days or until a hearing is held. Players involved will be subject to supplementary discipline action as allowed under USA Hockey Rule 4.I0(a).

NORCAL RULE 6.3; Serving Suspensions:

USA Hockey requires a player or coach receiving a game misconduct penalty to serve a suspension during the next game already scheduled. NORCAL suspensions may not be served in games between teams from the same club unless both teams are playing toward the same NORCAL, CAHA, or USA Hockey championship and the game was scheduled before the suspension was incurred.

6.3.A. Players, coaches, or teams receiving suspensions in the last game of the season may be subject and may subject the club to further sanctions through Supplementary Discipline. Any unserved suspensions shall be served by that player or coach during the first league game(s) (pre-season or regular season) of the following season, even if that person changes teams or clubs. A player or coach receiving a game misconduct penalty during a regular season game while playing or coaching for a team to which he/she is not normally assigned shall serve the suspension during the next regular season game of the team on which he/she is a member.

6.3.B. A player or coach serving a game misconduct may, but is not required to, attend the game as a spectator. A coach or player serving a game misconduct may not be on or near the players' bench, may not serve as a minor official, and may not in any way give direction to his team from the stands or through a third party. Violation of this rule may result in supplementary discipline.

6.3.C. Any coach found to have the wrong player or coach serve a suspension will be subject to supplementary discipline, game forfeiture, and a minimum 3-game suspens10n.

6.3.D. If a player plays in a game for which he/she was suspended, that game shall be forfeited by the offending player's team. Additional games played following the game in which the imposed suspension was not served may also be forfeited following a hearing conducted under NORCAL procedures. Whether or not the additional played games are forfeited by the team, no games participated in improperly by the player owing the suspension may count toward that player's post-season eligibility.

6.3.E. In the event that any coach participates in a game while suspended, the NORCAL General Manager shall suspend the offending coach for the next two scheduled games following discovery of the illegal participation. (If the team does not have additional scheduled games, the General Manager shall designate the additional games to be served.) The games in which the suspended coach participated may be ruled a forfeit. The General Manager shall investigate the violation and may consider Supplementary Discipline.

NORCAL RULE 6.5; EXCEEDING THREE GAME MISCONDUCTS IN A SEASON:

If the number of accumulated game misconduct penalties and match penalties for a player or coach exceeds three within one season on any NORCAL team or teams, the player or coach shall be automatically subject to Supplementary Discipline.

RULE 411 PROGRESSIVE SUSPENSIONS:

(Note) USA Hockey is committed to providing a safe and fair environment for all participants. While the vast majority of players participate within the rules mu/ respect the game and their opponents, USA Hockey recognizes the need to hold those players and coaches deemed to he repeat offenders accountable for their actions. Beginning with the 2014-15 playing season, the Progressive Suspensions rule will take affect nationally.

  1. Any player who receives their third major penalty during the same season for any combination of aggressive infractions listed below shall receive an additional three-game suspension. For any player who receives their fourth major penalty in this category, the player shall receive an additional five-game suspension. Any player who receives their fifth major penalty in this category during the same season shall be suspended until a hearing is conducted by the proper authorities (USA Hockey Affiliate). These designated game suspensions shall be in addition to any other suspensions imposed through the official playing rules. The aggressive infractions that fit into this category are:

•            Rule 608 Checking From Behind

•            Rule 609 Cross-Checking

•            Rule 620 Head Contact

•            Rule 621 High Stick

•            Rule 627 Kicking

•            Rule 628 Kneeing

•            Rule 634 Slashing

•            Rule 63 5 Spearing

•            Rule 639 Tripping/Clipping/Leg Checking

•            Rule 640 Unnecessary Roughness (Roughing)

(Note) A separate progressive suspension rule for Fighting is covered under Rule 615(/) Fighting.

  1. Any team that receives three major penalties in the same game shall have its Head Coach suspended for the next game of that team. For any subsequent game where that team receives three or more major penalties in the same game, the Head Coach shall serve a three-game suspension. For a third game with three or more major penalties by the same team during the same season, the Head Coach shall be suspended indefinitely until a hearing has been conducted by the proper authorities (USA Hockey Affiliate).

(Note) The role of the Official is to enforce all playing rules at all times and they are expected to strictly enforce playing rules that fall under the aggressive infraction categ01y. Players and coaches must be held accountable for dangerous actions and the onus is on them to teach and play the game within the rules. Officials are required to submit a game report immediately following the game for any maior penalty falling in the aggressive infraction category, game misconduct or match penalty that is assessed
